The European Commission said Monday it plans to negotiate agreements with Russia and China to open aviation markets. EU Transport Commissioner Jacques Barrot said the commission plans to negotiate so-called "open skies" agreements with Russia and China as part of efforts to improve market opportunities for airlines and promote common security, safety and environmental standards.
