The European Union and the United States are anxious for a deal to end a row over government aid to aircraft makers Boeing and Airbus, but strained relations between the two top negotiators -- EU Trade Commissioner Peter Mandelson and senior US official Robert Zoellick -- are keeping a solution at bay.
