The controversial use of Indian Air Force aircraft by Justice S N Phukan, who probed various defence deals during George Fernandess tenure as Defence minister, was approved by Fernandes in December, 2003 though the head of commission of inquiry was not entitled to it, Parliament was informed on Wednesday.
