Federal security officials contend that noncommercial planes and helicopters are particularly vulnerable to hijackings by Al Qaeda and other terrorist groups because they are not as well guarded as commercial airliners, The New York Times reported today, citing a report by the FBI and the Department of Homeland Security. But the report also said commercial jets remain a target.
