HONG KONG (Dow Jones)--Hong Kong's civil aviation authority said Friday it has approved applications by 13 airlines, including Hong Kong's largest carrier Cathay Pacific Airways Ltd. (0293.HK), to increase fuel surcharges on passenger fares because of high oil prices.
