WASHINGTON - Defense Secretary Donald Rumsfeld and Homeland Security Secretary Michael Chertoff are near agreement on a plan to give the military sole authority to shoot down civilian aircraft that violate restricted airspace over Washington, a Pentagon official said Thursday.
