NEW ORLEANS -- Caravans of buses and fleets of aircraft struggled to carry storm-battered residents away from this wounded city yesterday as military might began to take hold and authorities declared that they had started to restore the peace after nearly a week of death, vast displacement, and chilling lawlessness.
